Rosen, who signed with the Browns on Thursday, would compete with Joshua Dobbs for the No. 2 role were Deshaun Watson to be suspended indefinitely, Zac Jackson of The Athletic reports.
ANALYSIS
Jackson notes Rosen is viewed as strictly as an emergency option for the time being, but that would change pretty quickly if Watson were to receive a substantial ban. The 2018 10th overall pick would be battling Dobbs as the direct backup to Jacoby Brissett in such a scenario, and with his 24 games of regular-season experience, Rosen would certainly have the edge in that regard.

With Deshaun Watson in line to be suspended for the first 11 games of the season, either Rosen or Joshua Dobbs are in line to handle the Browns' No. 2 QB duties behind Jacoby Brissett.
Rosen has bounced around the league since being the 10th overall pick in the 2018 NFL Draft, most recently signing with the Falcons in August. They kept him on the initial 53-man roster, though perhaps as only the No. 3 quarterback behind Matt Ryan and Feleipe Franks.
Acquired for a second-round pick via a trade with the Cardinals last year, Rosen failed to capitalize on his opportunities across three starts (five appearances) with the Dolphins. This led to Ryan Fitzpatrick gaining a clear grip on the starting job. The 23-year-old failed to surpass 200 yards during two of those starts, and his 1:5 TD:INT ratio on the season didn't inspire confidence in his ability to competently helm an offense. It's fair to say that coaching changes and poor protection have hindered Rosen's development throughout his short career, and the former No. 10 overall pick could still have a chance to succeed in the NFL, but Tua Tagovailoa's presence in Miami could now make the former UCLA star the odd man out in the quarterback room.
What a year it's been for Rosen. The 10th pick in last year's draft endured an ugly rookie campaign and then watched Arizona's first-year coaching staff get flushed at season's end. By draft day this year, Rosen was out too, as the Cardinals' new regime decided to make No. 1 pick Kyler Murray its new quarterback of the future. Rosen's 2018 never really had a shot, with a bad offensive system, few playmakers and an overwhelmed offensive line. Pick a stat and chances are Rosen finished last in the league - YPA, TD percentage, TD/INT ratio, passer rating, et al. It didn't help that Rosen was sacked 45 times in 14 games, his lack of pocket awareness responsible for some of that pressure. Now in Miami, Rosen basically gets a do-over. He'll compete with journeyman Ryan Fitzpatrick, though it's safe to assume new coach Brian Flores and new offensive coordinator Chad O'Shea - both former Patriots assistants - will want to get a good look at the young quarterback. But even if he wins the Week 1 job, Rosen will be playing on a rebuilding team with a mediocre wideout group - DeVante Parker, Kenny Stills and Albert Wilson - as well as a second-year tight end (Mike Gesicki) coming off a quiet rookie season. Still, it's a better situation than Rosen faced last year, and one that should inspire at least a bit of optimism.
The 10th overall pick in this year's draft, Rosen will compete in training camp with Sam Bradford for the starting job. He likely won't win it, but Rosen is at least in a good situation. Bradford is injury prone and clearly just a placeholder until the rookie is ready. Plus, new offensive coordinator Mike McCoy has a long history of playing to his quarterback's strength, which for Bradford likely means high-percentage throws in lieu of attacking downfield with his average-at-best arm. That should work for Rosen, as well. While scouts praised his footwork, mechanics and ability to quickly process information at the line, they also questioned his arm strength. When the Cardinals do make Rosen the starter, he should jump in without altering the passing game much. Expect a lot of short and intermediate throws that take advantage of Rosen's accuracy and allow the offense's two proven playmakers - David Johnson and Larry Fitzgerald - to gobble up yards after the catch. Getting rid of the ball quickly will also help protect Rosen from an offensive line that allowed 52 sacks last year, though the team made modest upgrades.
